3. Bidder qualification requirements
3.1、The bidder must be registered in the People’s Republic of China，Have a valid business license，A securities company that is qualified to lead corporate bond underwriting business and operates legally。
3.2、The bidder has the "Securities and Futures Business License" issued by the China Securities Regulatory Commission。
3.3、The business scope of the bidder must cover all bidding contents of this project。
3.4、From 2017 to 2018, the classification regulatory rating results of the China Securities Regulatory Commission were rated no less than A for two consecutive years。
3.5、January 1, 2017 to present，As the lead underwriter, have at least one corporate bond issuance performance of more than 1 billion yuan (inclusive)。
3.6、At least two practitioners in this project team have securities issuance and underwriting practice certificates。
3.7、A legal person who has an interest in the tenderer that may affect the fairness of the tender、Other organizations or individuals，Not allowed to participate in bidding。The person in charge of the unit is the same person or has a controlling stake、Different units that manage relationships，Not allowed to participate in this project at the same time。
