Shandong Development Investment seabet io’s inter-bank market debt financing instrument registration and issuance special service project has been approved by Shandong Development Investment Holding seabet io Co., Ltd. for procurement，Tender conditions are now met。Guosen Tendering seabet io Co., Ltd. is entrusted by Shandong Development Investment Holding seabet io Co., Ltd.，We are now organizing a public bidding for this project。
2. Project Overview and Bidding Scope
Project Overview: To further broaden financing channels，Optimize debt structure，Reduce financing costs，Support the construction of key projects，Shandong Development Investment Holding seabet io Co., Ltd. plans to register with the National Association of Financial Market Institutional Investors and select an opportunity to issue a total amount of no more than 1 billion yuan、Debt financing instruments with a term not exceeding 5 years，Including but not limited to ultra-short-term financing bonds、Short-term financing bonds、Medium term notes、Equity Contribution Note、Green debt financing instruments and other products。
Tender scope: select bank、Securities company as the lead underwriter，Provide all services for registration and issuance of debt seabet io instruments,Including but not limited to: preparation of specific product declaration materials、Submit for approval、Register、Issuance and follow-up management work, etc.。The tenderer will decide based on the market conditions and the approval documents from the superior authorities，Determine the specific issuance type、Quota and term。For details, please refer to Chapter 5 Tenderer Requirements。
This project is divided into two bidding sections, the details are as follows:
First bid: select 1 bank and 1 securities company as the lead underwriter to be responsible for ultra-short-term seabet io bonds、Registration and issuance of short-term debt seabet io instruments such as short-term seabet io bonds。The total planned issuance scale and the second bid will not exceed 1 billion yuan。
Second bid: select 1 bank and 1 securities company as the lead underwriter to be responsible for medium-term notes、Green Debt seabet io Instrument、Registration and issuance of medium and long-term debt seabet io instruments such as equity investment notes。The total planned issuance scale and the first bid will not exceed 1 billion yuan。
Multiple bets are allowed, but both bets are not allowed.
Service period:
One bid: from the effective date of contract signing，Service period 2 years，According to the specific issuance varieties determined by the tenderer、Quota，Complete the registration and issuance of corresponding products and complete subsequent management work。
Second bid: from the effective date of contract signing，According to the specific issuance varieties determined by the tenderer、Quota，Register and issue all quotas for this bid and complete follow-up management work。
3. Bidder qualification requirements
3.1 Must be legally registered in the territory of the People’s Republic of China，And has independent legal personality；
3.2 Qualification requirements that bidders must meet:
(1) Have a valid business license，Have a "Financial License" issued by the China Banking Regulatory Commission or a "Securities and Futures Business License" issued by the China Securities Regulatory Commission；
(2) Qualification as the lead underwriter of a non-financial corporate debt seabet io instrument underwriting institution recognized by the National Association of Financial Market Institutional Investors；
(3) January 1, 2020 to present，As the lead underwriter or sole underwriter, have at least one debt seabet io instrument issuance performance of more than 500 million yuan (inclusive)；
(4) Failure to suspend the underwriting business of debt seabet io instruments within the penalty period of the National Association of Financial Market Institutional Investors (a letter of commitment is required when bidding，with official seal of the unit)；
3.3 Abide by relevant national laws、Laws and Regulations，Have good industry reputation and sound financial accounting system；
3.4 is not included in the "Credit China" list of dishonest persons subject to enforcement；
