2.Bidding scope: This bidding project is divided into 1 bidding section，12 wind measuring towers are planned to be built in the planned development area (including 6 towers with a height of 100 meters、6 towers with a height of 120 meters) provides wind measurement services and prepares annual wind resource data analysis reports，Construction included、Install、Equipment supply、Second transfer、Land lease、Local relations coordination、Installation and debugging of wind measurement tower and instruments、Operation and maintenance、Data Management、Landform restoration compensation、Electricity and water for construction、Mobile phone card and 1-year data communication fees。
3. Bidder qualification requirements
3.1 General Qualifications
3.1.1 The bidder is an independent legal person or other organization legally registered in the People's Republic of China，Have the ability to independently bear civil liability，Have the right to independently enter into contracts；

3.2.3 This project does not allow consortium bidding.
3.2.4 This project accepts agency bids.
3.2.5 Equipment used by the bidder to provide wind measurement services，An authorization certificate or supply agreement issued by the equipment manufacturer is required (imported equipment requires an authorization or supply agreement for this project issued by the manufacturer or domestic agent)。
