4.3 Bidder performance requirements:

4.4 Requirements for project managers and project management personnel:

4.5 Requirements for project chief supervision engineers and professional supervision engineers
4.5.1 Qualification requirements for the proposed chief supervision engineer: have a senior professional title and obtain a registered supervision engineer certificate of the People’s Republic of China，The registered practicing unit is the bidder，Should be responsible for the performance of the chief supervisory engineer who has been responsible for the construction supervision of sludge incineration or waste incineration or biomass power generation or coal-fired unit projects of 350MW and above，And cannot engage in engineering consulting work in other engineering projects at the same time。The chief supervisory engineer shall not concurrently hold other positions in this project。
4.5.2 Requirements for professional supervision engineers: have intermediate professional titles and above，Maintenance、The person in charge of electrical and control professionals should have experience in professional construction supervision related to sludge incineration or waste incineration or biomass power generation or coal-fired unit projects of 350MW and above，And possess the power industry supervision engineer qualification certificate or the mechanical and electrical installation professional supervision qualification certificate。
Other professional supervision engineers should have experience in project supervision of sludge incineration or waste incineration or biomass power generation or coal-fired units of 350MW and above；At least one or more professional supervision engineers should hold the Ministry of Construction or Electric Power Industry Supervision Engineer Qualification Certificate。
4.6 Requirements for the person in charge of project cost consulting
Qualification requirements for the proposed person in charge of cost consulting: Must have a first-class registered cost engineer issued by the Ministry of Housing and Urban-Rural Development and an intermediate or above title，Have experience in sludge incineration or waste incineration or biomass power generation or project cost consulting project manager for coal-fired units of 350MW and above。

4.7 The bidder must provide the proposed project management person in charge、Chief Supervisory Engineer、Valid proof of social security payment by the person in charge of cost consulting。
4.8 Credibility requirements for bidders
