2.3 Seabet Scope:
Baiyin Jingtai Longlu Development New Energy Co., Ltd. Area B Phase II 200,000 kilowatt photovoltaic Seabet general contracting EPC Seabet scope，Mainly including but not limited to:
(1) Equipment procurement scope:
The scope of equipment procurement includes but is not limited to the following: all equipment that meets the installed capacity of this Seabet、Secondary equipment，Also includes corresponding spare parts、Special tools、Instruments, etc.，All equipment and services must meet the technical requirements of smart power stations in the bidding documents。Specific requirements shall be implemented in accordance with the technical specifications of the design institute，The equipment purchased by the bidder must ensure that it meets the requirements for local power grid access。
Photovoltaic modules are purchased by the tenderer，The rest of the equipment and materials are purchased by the bidder。Main variable、Switch cabinet、Reactive power compensation、Ground change、Inverter、Box transformer、cable、Ring main unit, etc. are purchased by the bidders in the bidder's short list，For the detailed list, please see attachment 07 of the Seabet document。
Other production schedules including the above equipment、Urgent delivery、Transportation、Pick up、Unlucky (including storage yard，Reverse the delivery location in the photovoltaic module contract to the Seabet site)、Acceptance of goods、Warehousing, storage, etc.，The bidder is responsible for equipment relocation and storage site coordination and expenses caused by any reason。
The tenderer supervises the manufacture of major equipment，The tenderer’s supervision does not relieve the bidder from its responsibility for the supervision and quality control of the purchased equipment。The bidder is responsible for the supervision and inspection of equipment except the equipment supplied by Party A。Out of consideration for purchasing quality，The tenderer has the right to purchase equipment within the scope of the tender、Exercise supervision and decision-making rights over the process and results of service and professional engineering procurement。The tenderer has the right to monitor all equipment within the bidding scope based on the progress of the Seabet。
(2) Seabet scope:
Civil construction that meets the grid-connected operation and acceptance of the Seabet、Electrical Installation、Debug、Connected to the grid、Trial run，Acceptance and defect elimination at each stage of the Seabet，Environmental protection、Safety、Occupational health and other “three simultaneous” related work，Special acceptance of each Seabet，Personnel training and final delivery operations，Quality warranty service within the warranty period，Cooperate with settlement、All related work including final accounts audit and other related work。Specifically include but are not limited to the following:
①Construction Seabet: various equipment foundations for booster stations and photovoltaic fields、Steel structure building、Photovoltaic bracket、Wall Fence、Indoor and outdoor water, electricity, heating and weak current projects、Seabet Greening、Various ancillary facilities projects、Construction and demolition of temporary buildings、Renovation of roads damaged by construction and restoration of vegetation in construction areas、Construction of on-site production and living communication lines and water and power supply (surrounding ecological environment protection during the process、Protection and management of domestic water sources、Water Conservation、Environmental protection measures guarantee)、Finished product care、Reclamation Seabet (reclamation deposit shall be paid by the contractor、Refund)、Environmental protection projects and soil and water conservation projects (meet the relevant requirements for approval and acceptance)。

(3) Survey and design scope: All survey and design of this Seabet，Including but not limited to: geological survey、Hydrology、Micro site selection、Equipment Technical Specification、Preliminary design (including preliminary design review)、Construction drawing design and review、Preparation of as-built drawings；Special article on safety facility design；Conduct technical briefing on construction drawings、On-site labor service, etc.。The contractor must design and meet the requirements in accordance with the relevant regulations on wind farm construction of Baiyin Jingtai Longlu Development New Energy Co., Ltd.。
(4) Scope of procedures:
①、Complete all procedures required for the Seabet，Including but not limited to: the construction period of the entire Seabet and the long-term land acquisition and lease、Grassland、Demolition、Relocation of above-ground and underground lines、Cemetery、Compensation (such as young crop compensation、Forest land compensation、Production reduction compensation、Forest grassland vegetation restoration fees, etc.)、Reclamation fee、Coordination、All fees and procedures involved in surface attachments (land transfer fee for land acquisition for booster station、Excluding farmland occupation tax and land use tax、Except for long-term leased land in photovoltaic field areas)。Responsible for the procedures for temporary land use for on-site construction and temporary land use at the site、Compensation costs for demolition of above-ground and underground attachments，Processing procedures for highway openings and crossings，Procedure for crossing power and communication lines；Civil Coordination of Approach Roads；Power grid company procedures；The bidder is solely responsible for local coordination during the construction process (not limited to coordination of work interruptions caused by any reason、Local government coordination, etc.)、Facility restoration and other work after construction。

③、Technical services related to this Seabet，If designed to cooperate、Site selection review、Factory training、On-site training、Device debugging、Unit trial operation and other electrical equipment warranty services, etc.。Equipment installation、Debug、Test、Inspection and testing required by power grid companies at all levels、Electric secondary security protection evaluation、Test、Grid-connected trial operation、Eliminate defects、Acceptance，Handle all construction and safety risks related to the Seabet、Third party liability insurance。Complete acceptance and Seabet handover、Related work for the acceptance of archives，And all work related to general contracting projects。

(5) Tools:
Party B is responsible for purchasing the production operation and maintenance tools and safety tools necessary for equipment operation and maintenance，See attachment 04 for details。
(6) This bidding does not include Seabet supervision services.
(7) Production preparation scope: necessary production tools required for on-site operation and maintenance、Instrumentation、Insulated tools、Grounding wire facilities and various production preparations。
(8) Quality of the contractor’s general contracting Seabet、Safety、Construction period、Be fully responsible for cost and environmental protection。
(9) All income from the electricity sales of this Seabet belongs to Party A.
(10) Procedures encountered during Seabet construction、Coordination、Payment、Work、Acceptance, etc.，Unless the contract clearly stipulates that Party A is responsible，Regardless of whether it is included in the bidding bill of quantities，All belong to the scope of work of Party B。If the bidder cannot respond to all the requirements of the bidding documents，Discrepancies should be clearly stated in a separate document，Otherwise, regardless of whether the content of the bidding document is consistent with the requirements of the bidding document，It is deemed that the bidder has responded to all requirements of the bidding documents。

3. Seabet conditions
3.1 Bidder qualifications, capabilities and credibility requirements:
[1]Qualification requirements:
①The bidder must be an independent legal person or other organization registered in accordance with the law，Valid supporting documents must be provided。
②The bidder should have both ac or bc qualifications:
a) Engineering design comprehensive qualification Class A、Engineering Survey Comprehensive Qualification Class A、Power engineering Seabet general contracting qualification level two or above；
b) The bidder should have the first-level or above general contracting qualification for power engineering Seabet issued by the Seabet administrative department and the installation (repair) qualification issued by the National Energy Administration.、Trial) Level 1 Electric Power Facilities License。
c) Valid safety production license.
[2]Performance requirements: Bidders should have PC general contracting or EPC general contracting performance for 2 or more ground-mounted photovoltaic projects with a cumulative scale of more than 200,000 kilowatts since January 1, 2018 (time is based on completion acceptance time subject)。The bidder must provide a contract that can prove the performance requirements of this bidding and corresponding Seabet completion certification materials，Contract materials must contain at least: page with seals of both parties to the contract、Contract signing date、Contract scope content and key technical parameters and other information；Proof of Seabet completion should be one of the following: State Electricity Regulatory Commission document、Seabet Start Handover Signature、Transfer of appraisal certificate、Production certificate、Completion Certificate、Grid connection certificate、Completion acceptance report。
【3】Financial requirements provide financial statements issued by an audit institution or certified public accounting firm from 2020 to 2022；(need to include balance sheet、Cash flow statement、Copy of income statement，Missing any item is considered not provided)，If the 2020-2022 audit report or financial statements cannot be provided，Relevant certificates are required if the company has been established for less than three years，Resulting in the inability to provide the above financial statements，Provide financial statements issued by audit institutions or certified public accounting firms since the company’s establishment；(need to include balance sheet、Cash flow statement、Copy of income statement，Missing any item is considered not provided)。

[5]Qualification requirements for Seabet managers:
(1) The bidder must provide the proposed Seabet manager’s valid registered first-class construction engineer qualification certificate (construction engineering or mechanical and electrical engineering major) or senior engineer title、Valid Class B Safety Production Assessment Certificate。
(2) The proposed Seabet manager must have the performance of at least one PC general contracting or EPC general contracting Seabet manager for photovoltaic projects of 30MW and above，The bidder must provide supporting documents proving the performance of the Seabet manager，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the Seabet name、Seabet Manager、Completion/commissioning time and unit name)。At the same time, the social security certificate of the Seabet manager who has worked for the bidding unit for the past one year must be provided。
[6] Qualification requirements for the design person in charge (requirements for design-focused bidders):
(1) The bidder must provide a valid survey and design registration practice certificate of the proposed design person in charge。
(2) The design person in charge must have at least 2 working experiences as the design person in charge of photovoltaic projects of 30MW and above，The bidder must provide supporting documents that can prove the performance of the person in charge of the design，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the Seabet name、Design person in charge、Completion/commissioning time and unit name)。
[7] Qualification requirements for the Seabet person in charge (requirements for bidders focusing on Seabet):
(1) The bidder must provide the proposed Seabet leader’s valid first-class registered Seabet engineer qualification certificate (Seabet engineering or mechanical and electrical engineering major) and the valid Class B safety production assessment certificate。
(2) The construction leader must have at least 2 experiences as the construction leader or Seabet manager of photovoltaic projects of 30MW and above，The bidder must provide supporting documents that can prove the performance of the person in charge of the construction，It can be a contract or acceptance certificate or user certificate and other stamped materials (need to include the name of the Seabet、Construction manager、Completion/commissioning time and unit name)。
[7] Seabet management organization and personnel: The bidder must provide the valid "Safety Management Personnel Qualification Certificate" C certificate of the proposed safety person in charge。
[8] Requirements for purchasing goods: The procurement of major equipment and materials is strictly carried out in accordance with the short list of the Seabet documents，Submit the procurement plan and procurement results to the contractor for review and approval。
