2.1 Seabet Overview
Baiyin Jingtai Longlu Development New Energy Co., Ltd.’s first batch of 1.1 million kilowatt new energy projects supporting the construction of 110MW/440MWh electrochemical energy storage power station，The Seabet is located in Jingtai County, Baiyin City, Gansu Province。A new 330kV booster station is built in the energy storage site，Stepped up to 330kV by a newly built 120MVA (330/35kV) step-up transformer，Outgoing line 1 is connected to the 330kV side of Jingtai South 330kV substation。
2.2 Seabet Scope
This bidding Seabet has one section in total。The bidding scope includes preliminary procedures、Survey and Design、Equipment procurement and supervision、Construction and installation Seabet、Debug、Trial run、Complete Acceptance、Production preparation until handover to production operations，Services related to the overall system warranty period (including all spare parts within the warranty period、Procurement and supply of special tools and related technical data compilation and provision of services):
(1) Survey, design and related consulting services
All survey and design of this Seabet，Including but not limited to: geological survey、Hydrology、Micro site selection、Equipment Technical Specification、Construction drawing design and review、Preparation of as-built drawings；Safety、Firefighting、Environmental protection、Water Conservation、Compilation of special articles on occupational hygiene and other designs；Conduct technical briefing on construction drawings、On-site labor service, etc.。The contractor must design in accordance with the relevant regulations on the construction of energy storage power stations of Baiyin Jingtai Longlu Development New Energy Co., Ltd. and meet the requirements。
(2) Equipment procurement and supervision
Procurement of all equipment for energy storage power stations，Including but not limited to battery energy storage system、Power transformation and distribution equipment、Main control and DC system、Site cable、Outgoing lines and access station expansion intervals and other equipment；Supervision of the main equipment involved in the Seabet。
(3) Construction and installation Seabet
All Seabet storage power stations are temporarily constructed、Construction and installation engineering。Including but not limited to construction、Structures and Equipment Basics，Roads inside and outside the station、Installation and commissioning of water supply and drainage systems and all electrical equipment、Water environmental protection、Safety fire protection equipment and facilities, etc.。
(4) Procedure scope:
①、Complete all procedures required for the Seabet，Including but not limited to: the entire construction period of the Seabet and the long-term land acquisition and lease、Grassland、Demolition、Relocation of above-ground and underground lines、Cemetery、Compensation (such as young crop compensation、Forest land compensation、Production reduction compensation、Forest grassland vegetation restoration fees, etc.)、Reclamation fee、Coordination、All fees and procedures involved in surface attachments (land transfer fee for land acquisition for booster station、Except farmland occupation tax and land use tax)。Responsible for the procedures for temporary land use for on-site construction and temporary land use at the site、Compensation costs for demolition of above-ground and underground attachments，Processing procedures for highway openings and crossings，Power and communication line crossing procedures；Civil Coordination for Approach Roads；Power grid company procedures；The bidder is solely responsible for local coordination during the construction process (not limited to coordination of work interruptions caused by any reason、Local government coordination, etc.)、Facility restoration and other work after construction。

③、Technical services related to this Seabet，If designed to cooperate、Site selection review、Factory training、On-site training、Device debugging、Unit trial operation and other electrical equipment warranty services, etc.。Equipment installation、Debug、Test、Inspection and testing required by power grid companies at all levels、Electric secondary security protection evaluation、Test、Grid-connected trial operation、Eliminate defects、Acceptance，Handle all construction and safety risks related to the Seabet、Third party liability insurance。Complete acceptance and Seabet handover、Related work on the acceptance of archive materials，And all work related to general contracting projects。

2.4 Quality Standard
Design quality standards: Meet the national design standards.
Construction quality standards: The Seabet must meet the qualification standards assessed by the relevant national quality requirements，And must ensure that the Seabet passes acceptance，Specific standards shall be implemented in accordance with current national and local documents。
2.5 completion date
Start time: January 30, 2024 (the specific construction period shall be subject to the start date issued by the contractor)，All connected to the grid on June 30, 2024。
3. Bidder qualification requirements
[1]Qualification requirements:
①The bidder must be an independent legal person or other organization registered in accordance with the law，Valid supporting documents must be provided。
②The bidder should have both ac or bc qualifications:
a) Engineering design comprehensive qualification Class A、Engineering Survey Comprehensive Qualification Class A、Seabet engineering construction general contracting qualification level two or above；
b) The bidder should have the first-level and above qualifications for power engineering construction general contracting issued by the construction administrative department and the first-level license for installation (trial) electric power facilities issued by the National Seabet Administration。
c) Valid safety production license.
[2]Performance requirements: since January 2020，Have 1 50MW new energy performance (wind power or photovoltaic Seabet，Including supporting energy storage) or one electrochemical energy storage power station EPC/PC performance of more than 10MWh。(Contract homepage required、Seabet scope and duration content page、Signature and seal page of both parties to the contract、Equipment list and other supporting documents)。
[3] Financial requirements: Provide financial statements issued by an audit agency or a certified public accounting firm in the past three years (2020 to 2022)；(need to include balance sheet、Cash flow statement、Copy of income statement，Missing any item is considered not provided)，If the 2020-2022 audit report or financial statements cannot be provided，Relevant certificates are required if the company has been established for less than three years，Resulting in the inability to provide the above financial statements，Provide financial statements issued by an audit agency or certified public accounting firm since the company’s establishment；(need to include balance sheet、Cash flow statement、Copy of income statement，Missing any item is considered not provided)。

(1) The bidder must provide the proposed Seabet manager’s valid registered first-class construction engineer qualification certificate (construction engineering or mechanical and electrical engineering major)。
(2) The proposed Seabet manager must have experience in the construction of at least one energy storage power station，The bidder must provide supporting documents proving the performance of the Seabet manager，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the name of the Seabet、Seabet Manager、Completion/operation time and unit name)。At the same time, the social security certificate of the Seabet manager who has worked for the bidding unit for the past one year must be provided。
[6] Qualification requirements for the design person in charge (requirements for design-focused bidders):
(1) The bidder must provide a valid survey and design registration practice certificate of the proposed design person in charge。
(2) The person in charge of design must have at least 1 working experience as the person in charge of energy storage power station design，The bidder must provide supporting documents that can prove the performance of the person in charge of the design，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the name of the Seabet、Design person in charge、Completion/operation time and unit name)。
[7] Qualification requirements for the construction person in charge (requirements for bidders focusing on construction):
(1) The bidder must provide a valid first-class registered construction engineer qualification certificate (construction engineering or mechanical and electrical engineering major) of the proposed construction leader。
(2) The person in charge of construction must have experience in participating in the construction of at least one energy storage power station，The bidder must provide supporting documents that can prove the performance of the person in charge of the construction，It can be a contract or acceptance certificate or user certificate and other stamped materials (need to include the name of the Seabet、Construction manager、Completion/operation time and unit name)。
The qualifications and performance of parent and subsidiary companies are not allowed to be borrowed from each other。Points for the same group company to participate in the bidding of this Seabet、Limited to two subsidiaries，Take the top two in registration order。
