2. Seabet Overview and Bidding Scope
2.1 Seabet Overview:
The total capacity of this Seabet is 375.2MW，Total 52 turbines，6.25MW≤Single unit capacity＜8MW。The center of the Seabet site is about 21km away from the highway in Yuncheng County, Heze City, Shandong Province。There is Provincial Road S242 on the southeast side of the site，The site and the north side are passed by Yanhuang Road and Yunyang Road，There are many rural roads passing through the site，The site is about 18km away from the Juancheng North Expressway Toll Station，External transportation is very convenient。
The installed capacity of this Seabet is 372.5MW，A total of 52 wind turbines installed，Each fan is equipped with 1 box-type transformer。The fan outlet voltage is 1.14kV，After 52 wind turbines are boosted to 35kV through box-type transformers，It is planned to be divided into 14 groups of collector lines and merged into the newly built 220kV booster station supporting the Houyanji Wind Farm。The 220kV booster station of this Seabet will build two new main transformers，Reserve 1 main transformer position，The 220kV side of the booster station adopts double busbar wiring，Outdoor GIS layout，The 35kV side of the main transformer adopts expansion unit wiring。This Seabet temporarily plans to install a set of SVG dynamic reactive power compensation device with a capacity of ±25Mvar on each main transformer 35kV busbar，The final reactive power compensation method and capacity shall be subject to the approval opinions of the access system report。
Based on the current status of local power grid，After Yangzhuangji Wind Farm and Chenpo Wind Farm are connected to the 220kV booster station of this Seabet with one 110kV and 220kV lines respectively，This Seabet is temporarily considering using one 220kV line to connect to the 220kV side of the 220kV Tangta substation，The length of the outgoing line path is about 11.5km，The overhead line path is about 11km，Using 2×630mm2 cross-section steel core aluminum stranded wire，Cable route path length is approximately 0.5km，Using single-core 2500mm2 cross-section copper core power cable。The final access system plan shall be subject to the access system approval of State Grid。
2.2 Seabet Scope:
Shandong Development Hou Yan Ji 37.All surveys involved in the 220kV booster station and transmission line engineering general contracting (EPC) of the 520,000-kilowatt wind power Seabet from construction preparation to completion acceptance、Design、Purchasing (except equipment supplied by A)、Processing、Construction、Test、Debug、Trial run、Training、Transfer to production、Performance Quality Assurance、Services and other contents within the Seabet quality warranty period。For details, please refer to the employer’s requirements。
The dividing point with the wind farm area: the 35kV collector line switch cabinet terminal block is the dividing point，Inbound cable laying、Wiring will be completed by other bid sections，Collection cable bracket in the station area、Cable Trench、Fire prevention and sealing, etc. are the responsibility of this Seabet section；
The dividing point with the opposite station: The dividing point between the outgoing line Seabet and the opposite station is the relevant interval within the portal frame of the opposite station、Secondary equipment terminal block，If necessary, it is necessary to supplement the installation of relevant equipment or carry out modifications，Subject to meeting power delivery requirements。
The dividing point with Chenpo Wind Farm: the hanging line of the portal frame in the station is the boundary，The down conductor construction belongs to this section。
Bounding point with Yangzhuangji Wind Farm: 110kV GIS outlet cable warehouse，Outgoing cables and terminals do not belong to this section，Inbound cable bracket in the station area、Cable Trench、Fire prevention and sealing, etc. are the responsibility of this Seabet section；
2.3 Bid segment (package) division:
This Seabet has a total of 1 bid section.
2.4 Seabet duration: The actual start time of work shall be subject to the start time of work specified in the supervisor’s start of work notice；Requires the booster station to receive power before August 30, 2025。
3. Bidder qualification requirements
3.1 Bidder qualifications, capabilities and credibility requirements:

(1) Bidders registered in the territory of the People’s Republic of China，A branch with independent legal personality or established in accordance with the law，The bidder must have a business license issued by the relevant department and it is valid。
(2) The bidder must have the ability to perform the corresponding Seabet，And in staff、Equipment、Have the ability to undertake bidding projects in terms of funds and other aspects，Have a good record of paying taxes and social security funds in accordance with the law。
(3) The bidder should have the qualifications specified in a or b:
a also has valid: ① Comprehensive Grade A qualification for engineering survey；②Engineering design comprehensive Grade A qualification；③Electric Seabet engineering construction general contracting first-class qualification and above；④Safety production license issued by the construction administrative department at the provincial level and above。
b also has valid: ① first-level qualification for general contracting of electric Seabet engineering construction and above；②Decoration (Repair、Trial) Electric Seabet Facilities Level 1 License；③Work safety license issued by the construction administrative department at the provincial level and above。
(4) This Seabet accepts consortium bids。Consortium bid，Clear the responsibilities and rights of the consortium member units in the consortium agreement。All parties to the consortium should identify the leader and shall not use their own names to participate in other consortium bidding for this Seabet，No changes shall occur after the consortium is formed，The number of all members of the consortium (including the leader) cannot exceed 2，And it cannot be a survey and design unit or a construction unit at the same time。The design unit should also have: ① Comprehensive Class A qualification for engineering survey；②Engineering design comprehensive Grade A qualification；③Level 2 qualification and above for general contracting of power engineering construction；④Safety production license issued by the construction administrative department at the provincial level and above。The construction unit should also have: ①Grade 2 qualification for power engineering construction general contracting and above；②Decoration (Repair、Trial) Electric Power Facilities Level 2 License；③Work safety license issued by the construction administrative department at the provincial level and above。
[2]Performance requirements: The bidder should have a cumulative completion of at least 2 220kV booster stations (including delivery) EPC general contracting performance from January 1, 2019 to the present。Consortium bid，Performance is subject to the leading unit。The bidder must provide a contract that can prove the performance requirements of this bidding and corresponding Seabet completion certification materials，Contract materials must contain at least: page with seals of both parties to the contract、Contract signing date、Contract scope content and key technical parameters and other information；Proof of Seabet completion should be one of the following certificates: State Electricity Regulatory Commission document、Seabet Start Handover Signature、Transfer of appraisal certificate、Production certificate、Completion Certificate、Grid connection certificate、Completion Acceptance Report。

(2) The proposed Seabet manager must have at least the performance of a 220kV booster station (including delivery) EPC general contracting Seabet manager，The bidder must provide supporting documents proving the performance of the Seabet manager，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the name of the Seabet、Seabet Manager、Completion/commissioning time and unit name)，Current appointment document or certification document issued by the owner；Scanned copy of full-capacity grid connection certificate or completion acceptance report issued by the owner or a third party。At the same time, it is necessary to provide the social security certificate of the Seabet manager who has worked for the bidding unit for 6 consecutive months before bidding。
[6] Qualification requirements of the design leader:
(1) The bidder must provide a valid registered electrical engineer or first-class registered structural engineer or registered civil engineer and other engineering design registered professional qualifications
(2) The design person in charge must have at least 2 working experiences as the design person in charge of 220kV booster station (including transmission) projects，The bidder must provide supporting documents that can prove the performance of the person in charge of the design，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the name of the Seabet、Design person in charge、Completion/commissioning time and unit name)；Current appointment document or certification document issued by the owner；Scanned copy of full-capacity grid connection certificate or completion acceptance report issued by the owner or a third party。
[7] Qualification requirements for construction leaders:
(1) The bidder must have a first-class registered construction engineer qualification (professional in construction engineering or mechanical and electrical engineering，Must be an electronic certificate and comply with the provisions of the "Notice of the General Office of the Ministry of Housing and Urban-Rural Development on the Comprehensive Implementation of the Electronic Registration Certificate for First-Class Construction Engineers" (Jianbanshi [2021] No. 40)、Valid Class B Safety Production Assessment Certificate。
(2) The construction leader must have at least 2 experience in wind farm projects of 50MW and above (including booster stations、Send) manager or deputy Seabet manager or construction leader experience，The bidder must provide supporting documents that can prove the performance of the person in charge of the construction，It can be a contract or acceptance certificate or user certificate and other stamped materials (need to include the name of the Seabet、Construction manager、Completion/commissioning time and unit name)。
[8] Qualification requirements for safety director: should have a registered safety engineer certificate，Have worked on at least 2 wind power projects of 50MW and above (including booster stations、Send) Safety Director (or Chief Safety Officer, etc.)。The bidder must provide supporting documents proving the performance of the Seabet safety director，It can be a contract or acceptance certificate or user certificate and other stamped materials (the above materials must reflect the name of the Seabet、Seabet Manager、Completion/commissioning time and unit name)，Current appointment document or certification document issued by the owner；Scanned copy of full-capacity grid connection certificate or completion acceptance report issued by the owner or a third party。
The qualifications and performance of parent and subsidiary companies shall not be borrowed from each other.
Except for force majeure，The winning bidder will start from the deadline for Seabet to the date when the contracted quantity of work is completed，The key personnel mentioned in this article shall not be replaced or evacuated。
