(4) Refusing to execute the authority that has the authority to handle it、Opinions made by the unit to support petition requests。

Article 43 Party committees and government letters and calls departments at all levels shall register the letters and calls received、Forward、Failed to register as required、Forward、Assigned,Or those who should perform supervision duties but fail to do so,Ordered by the superior authority to make corrections;causing serious consequences,Severely deal with the directly responsible person in charge and other directly responsible personnel in accordance with regulations, disciplines and laws。

Article 44: Agencies responsible for accepting letters and calls、The unit has one of the following situations,By its superior authority、Ordered by the unit to make corrections;causing serious consequences,Severely deal with the directly responsible supervisor and other directly responsible personnel in accordance with regulations, disciplines and laws:

(1) Failure to register letters and visits received in accordance with regulations;

(2) Letters and calls that fall within the scope of its powers will not be accepted;

(3) Failure to inform the petitioner in writing within the prescribed period whether to accept the petition。

Article 45: Agencies with the power to handle letters and visits、The unit has one of the following situations,By its superior authority、Ordered by the unit to make corrections;causing serious consequences,Severely deal with the directly responsible supervisor and other directly responsible personnel in accordance with regulations, disciplines and laws:

(1) Shifting the blame、Perfunctory、Delay in handling petition matters or failure to complete petition matters within the prescribed time limit;

(2) Be clear about the facts,Comply with the law、Regulations、Requests for complaints regarding regulations or other relevant provisions are not supported;

(3) Improvements proposed by the party committee and government petition departments、Not enough attention is paid to suggestions such as improving policies、Ineffective implementation,leaving the problem unresolved for a long time;

(4) Other situations of not performing or incorrectly performing the duties of handling letters and calls。

Article 46 Relevant Agencies、Unit and its leading cadres、The staff member has one of the following situations,By its superior authority、Ordered by the unit to make corrections;causing serious consequences,Severely deal with the directly responsible person in charge and other directly responsible personnel in accordance with regulations, disciplines and laws;Constituting a crime,Pursuing criminal responsibility according to law:

(1) Bad attitude toward petitioners、Rough style,Harm the relationship between the party and the masses, cadres and the masses;

(2) Getting stuck in the process of handling letters and visits、Seeking personal gain;

(3) Large-scale collective interviews、Ineffective handling of negative public opinion,causing the situation to expand;

(4) Possible major social impact、Emergency petition matters and petition information concealment、False report、Deferred report,Or failure to take necessary measures in a timely manner in accordance with the law;

(5) Reporting the petitioner、Revealing materials or disclosing relevant information、Forward to the reported、The person or unit that exposed it;

(6) Retaliation against petitioners;

(7) Other violations of laws and regulations.

Article 47 The petitioner violates Article 20 of these Regulations、Article 26,Relevant agencies、Unit staff should dissuade him、Criticism or Education。

Petitioners causing trouble and disturbing order、The stalking and harassment are serious,Consulting in violations of public security management,Or violate laws and regulations related to gatherings, processions and demonstrations,The public security organs shall take necessary on-site disposal measures in accordance with the law、Implement public security management penalties;Constituting a crime,Pursue criminal responsibility according to law。

The petitioner fabricated and distorted the facts、False accusations and framing others,Consulting in violations of public security management,Public security management penalties in accordance with the law;Constituting a crime,Pursue criminal responsibility according to law。
