2.1 Seabet Overview
Pingchuan 200,000 kilowatt wind power Seabet is one of the new energy base supporting the "Long Power to Shandong" development Seabet in Shandong Province.。The Seabet is located in Shuiquan Town, Pingchuan District，The terrain of the site is hilly terrain，The altitude is between 1820m~2520m,The G109 national highway passes through the middle of the wind farm，The eastern G6 highway passes by,The G247 national highway passes through the south，Convenient external transportation conditions。The installed capacity of this Seabet is 200MW (planned to use 6.0 MW and above models) is planned to be connected to the 35kV side of the new 110kV booster station through 8 circuits of 35kV collector lines，After being boosted by the main transformer, it is connected to the 110kV side of the Canghai 330kV booster station through the 110kV line and connected to the power grid。
2.2 Seabet scope and bid section (package) division:
This Seabet is divided into 1 bidding section.
Tender scope: full process supervision services from engineering design to completion acceptance，Including but not limited to new booster stations、Approach Road、Inspection Road、Fan and box transformer basics、Fan and box-type transformer crane installation、Collection circuit、Send line、Counter station、Field greening、Soil and water conservation、Land reclamation and other sub-projects and all equipment、Material entry acceptance work and equipment installation process control and installation acceptance, etc.；Divided by stages: construction preparation、Construction Stage、Debug phase、Defect liability period stage supervision service。
When the Seabet starts，The supervision unit should be based on the actual needs of the Seabet，Equipped with professional and complete supervisory personnel responsible for the supervision of wind farm projects，At the same time, relevant professional supervisors should be specially assigned to be responsible for the booster station、Supervision work of 110kV transmission lines and opposite terminal stations，And without the permission of the tenderer，Should not be responsible for the booster station、The supervisors at the opposite end station of the 110kV transmission line and the supervisors responsible for the wind farm Seabet can be deployed at will。
2.3Planned service period July 2023-December 2024 (July 2023-December 2023 is the construction period)，The service period is calculated by accumulating the actual entry and actual departure times，The intervening time is not included。
2.4 Seabet quality requirements:

No general or above fire accidents;

3. Bidder qualification requirements
3.1 Bidder qualifications, capabilities and credibility requirements:

(1) The bidder must be an independent legal person or other organization registered in accordance with the law，Valid supporting documents must be provided。
(2) The bidder must have and provide valid comprehensive qualifications for engineering supervision companies or Grade A professional qualifications for power engineering。
[2]Performance requirements: January 1, 2020 to the bidding deadline (subject to the time of production)，The bidder must have at least 2 wind power Seabet construction supervision performance with a scale of not less than 100MW，And has been put into production to generate electricity。The bidder must provide a contract that meets the performance requirements of this bidding and a scanned copy of the corresponding production certificate，The scanned copy of the contract must contain at least: the seal page of the contract between the buyer and the seller、The production certification material can be the Seabet production acceptance report or the production completion certificate provided by Party A。
[3] Financial requirements: Financial statements issued by an audit agency or certified public accounting firm from 2020 to 2022 are required；(need to include balance sheet、Cash flow statement、Copy of income statement)，If established less than three years，Resulting in the inability to provide the above financial statements，Provide financial statements issued by audit institutions or certified public accounting firms since the company’s establishment；(need to include balance sheet、Cash flow statement、Copy of income statement)。

[5]Qualification requirements for chief supervisory engineer:
(1) The bidder must provide a valid registered supervision engineer qualification certificate of the proposed chief supervision engineer。
(2) Chief supervisory engineer is under 55 years old，Have at least 2 working experience as chief supervisory engineer for wind power Seabet supervision services with a capacity of 100MW and above，The bidder must provide supporting documents proving the performance of the chief supervisory engineer，It can be the contract and the completion acceptance certificate of the corresponding Seabet or the owner's certificate and other stamped materials (the above materials must reflect the name of the Seabet、Chief Supervisory Engineer、Completion/operation time and unit name)。
(3) The director’s representative is not allowed to replace the director’s permanent presence on site，The director shall not concurrently take on other projects besides this Seabet，The bidder must provide a letter of commitment that meets the relevant requirements (the format of the letter of commitment is self-written，With the official seal of the unit)。
(4) Proof that the director has paid social security in the unit for at least 24 months。
[6] Other key personnel requirements:
(1) This Seabet must be equipped with a full-time deputy chief safety supervisor engineer，Age 55 years old (including 55 years old or below)，The proposed deputy chief safety engineer must have a valid registered safety engineer qualification certificate。
(2) The bidder must provide the supervision performance of no less than one wind farm managed by the proposed deputy chief safety supervisory engineer from January 1, 2020 to the bidding deadline，Attach the contract and corresponding owner certification materials (can reflect the name of the Seabet、Name of Deputy Safety Director、Commissioning and other contents)。
Note: The qualifications and performance of parent and subsidiary companies are not allowed to be borrowed from each other.
