2. Project Overview and Bidding Scope
Project Overview: To further broaden financing channels，Optimize debt structure，Meet operating capital needs，Shandong Development Investment seabet io plans to register with the China Securities Regulatory Commission for a total amount not exceeding 3 billion yuan、Corporate bonds with a term not exceeding 5 years，Issuance types include but are not limited to general corporate bonds、Technology Innovation Corporate Bond、Green Corporate Bond、Fund bonds and other corporate bond products。The tenderer shall decide according to market conditions and approval documents from superior authorities，Determine the specific issuance types of each bond、Quota、Deadline etc.。
Tender scope: select 4 lead underwriters，Provide all corporate bond registration and issuance services，Including but not limited to: preparation of specific product declaration materials、Submit for approval、Feedback reply、Register、Issuance and follow-up management work, etc.。For details, please refer to Chapter 5. 3. Bidder qualification requirements
3.1 must be legally registered in the People’s Republic of China，An institution or its branch with independent legal personality (must have authorization from the headquarters)；
